An admin sees every project on the install; a member sees only their own projects and any shared with them. Scoped to a project-pinned token's pin set — a project outside it is rejected, regardless of scope.
Create Project POST
A project-pinned token cannot use this endpoint at all, even for a project inside its pin set.
